For example on the high intelligence end of autism you often have people that don't innately understand social cues well. Their mind processes social input in a completely different manner. That doesn't mean however that it cannot become a learned behavior.
This chick is just an attention whore who doesn't understand power dynamics. You will never succeed in politics unless you're either willing to sell yourself like a whore in a market, or to exert such social pressure that you take control of both a the conversation and the room you're speaking in.
