Now, to be fair, he almost 100% WOULD have ordered the nukes dropped, given how much funding he had put into their R&D. But Truman was the one to actually make the call.
If not for WW2 glory, FDR might actually get the criticism he deserved for some of the worst atrocities and fuckups of any president.
Even when people attack America for the nuking of Japan, they don't attack him just a vague "America." He is protected.
