The explosive belt was apparently a dummy.

A German tabloid-ish news site reports the dead attacker posted photos of himself with weapons on Instagram before the attack and swore fealty to the IS caliphate: https://www.bild.de/video/clip/news-ausland/terror-in-wien-erste-details-ueber-mutmasslichen-taeter-73728342-73731044.bild.html (German video but they show some of the pictures)
