This law was always in place tho with a much lower income limits. I know rich immigrants with no income on paper who weren't allowed citizenship simply because they earned to less. Even tho they had millions and could prove that they would never have to rely on crime to pay their bills.
It will be enforced. Always has been. It's not hard to stop paying out free gibs to a bank account owned by an immigrant. They could even do it slow enough to avoid riots by stopping a few payments every day, or one ghetto at the time.
The alternative is for the government to bail out broke cities with too much illegals, which obviously isn't sustainable. Municipality plus county tax is already between 25% - 35% on your income, it's not possible to raise those further just to offer more free gibs to lazy illegals who doesn't work.
Why would you work if you can get more money by not working? In some cases that's already how it works. Cities like Malmö, Borås, Göteborg, Södertälje are bleeding money. The entire Sörmland county is about to go bankrupt. They recently had to take out a loan to just pay wages.
