Now, granted, I'm sidestepping around socio-economic reasons for the minority students to not be able to do so, but it seems to me that in school, much like in life, you get what you earn. As one of my college professors of a 200-level course said, "I don't give grades. You EARN your grade. If you're failing the class then you need to either step it up and get some tutoring at the student center, or you need to drop and go back to the 101 course until you get it." If hanging out on the corner with one's dope-smoking friends is more important than achievement in school, well, you get what you put in the effort for.

In my entire life, I've never seen someone who was behind the curve in a class magically turn it around and suddenly become a A+ tier student in the period of a semester or a year. Even if they did, that still means they were screwing it up at the beginning, so if they were a "master" (oops, can't say that word anymore) proficient student at the end of the semester, their aggregate grade accurately depicts their overall progress.

Meaning the student can go up to the teacher, say "I'LL SUCK YO DIIIIICK", and walk out with an A after wiping off their chin, because that has about as much value as their proposed grading system.
