Yes it absolutely means that. Freedom of speech, includes the freedom and right to say what the fuck you want.

Even the left acknowledge this when they chirp. In "freedom of speech not freedom from repercussions" which is a correct statement but they apply it falsely to situations where law doesn't back it up or as we have all seen change what is definition of hatespeech to apply repercussions.
