Everyone responds to incentives, not just children. Asians may have cultural views that are opposed to welfare, and in that sense, that is also an incentive - to not have others look down on you for taking welfare.
I don't see Asians ever claiming victimhood, being lazy, or burning down cities so they can get free money out of it. Even if it possible, I don't see Asians doing it.
Neither do I. Proper behavior is such a part of their culture. That is not the case with blacks, so they are vulnerable to the incentives provided.

The Japanese in WWII internment camp never claimed Victimhood. The Chinese railroad workers were mistreated and never claimed victimhood. Of course when you compare both countries to any black countries, you can see why Asian countries are successful.
Black culture is not the same everywhere. Look at Nigerians, and you will see immigrants who are successful in part due to having some of the same valuable cultural assets as Asians.

This is incorrect. People everywhere used to enslave their neighbors, who are in almost all cases people of the same race. Europeans enslaved non-Christian Slavs, who were also white. They did not think of categories such as 'white' and 'black' in the time, that is a modern pathology.
I don't agree that you need to be properly raised to know basic common sense. I did steal when I was a child, but I had enough common sense and decency to know not to steal from people that never hurted me, or to stab or kill someone for "fun".
It's certainly not my intention to say that people are blameless, only that when there is not a (strong) father figure, more children will be without a moral compass. Combine that with society telling you that you are oppressed and that you can get away with anything, and I think any group would have worse outcomes in that situation.
I know plenty of Asians that didn't grow up with a father ended up being successful. Sure father make a huge difference, but not having a father does not equal to someone committing violent crimes

Regarding Nigerians, they may be the smartest of all blacks but that not saying much. Most scammers are Nigerians and in Vietnam, 20+ Nigerian officials have been arrested for various scams and theft

It's clearly not racism, because actual racists don't care if you're an immigrants or native, and it's not that blacks are incapable of achieving stuff.

In 1900, Chinese were as smart as they are now, but they were still third world. So I don't think that is a metric.
Nigerian culture is similar to Asian culture than other blacks ethnicity but it far from close because if it was even remotely similar, you would see improvement to Nigeria economy because even poor Asians in Asian countries still outscore many first world countries students on test. There has never been a case of that for Nigeria or any African countries.
I think there is more emphasis among Asians because of, generalizing grossly, Confucian traditions and respect for learning that was exported by China. Africa has only known tribal non-states, so there was never any such tradition. But there can be a tradition of hard work, and in that respect Nigerians are similar.
