It's the same "exotic" effect problem Adoption has. Everyone wants to adopt an "exotic race child" first, then it's white girls. Most white boys in adoption get to 14 and become youth cares. Those who stay in the adoption system right up to 18 generally go straight into either unemployment or homelessness.
