Well .. you could argue that not being given handouts because at least half of the political class either thinks

you are dumb as rocks and unable to be successfull whatsoever
or it's keep you from trying to be successfull and thus voting for more gibs

is a privilege. But then again, i don't think that this is what the authors of this article had in mind.
