Oh I've known about it for YEARS, it's a huge problem not talked about enough.
My friend in the UK dealt with that, lost his job due to a merger, had lot of interviews that went no where and decided to be a temp for a awhile and ended up getting a full time position through that.
Ghost jobs are extremely insidious as they both imply a labour shortage which politicians use to justify immigration while discourage and demoralise the native workforce since a lot don't realise they're applying for jobs that don't exist and think it's THEIR fault they aren't employed.
Not seen the video but guessing this is about fake job postings. Can't speak for the US but around here it's mainly because of stupid laws that only serve to waste time.
Rigged public contests, fake job posting, rigger true job listings and such are usually a symptom of "we have to obey this rule" mixed with a "we already have a person for the job"
I don't think I quite knew the scope of how much stuff is decided before it even reaches the public until I became a business owner and almost everytime it's a case of the deal is done and sealed and now let me just run the public contest

There are a number of reasons why they post ghost jobs, such as hoarding resumes for future hires for a rainy day situation, trying to do roundabout corporate espionage, tax fraud purposes, government regulatory purposes...the list goes on.
Its a massive fucking problem though, and one that is honestly wrecking society as a whole. And it is only getting worse.
