First there was the GI Bill: a classist gib to veterans to attend "higher education." Did you need money to start a business? Tough! Go get a degree, and take out a loan.
Then they created student loans, because all the 4-Fs needed a degree, too. (And the cost somehow kept mysteriously rising...)
Now, student loans disrupt the then-current system of taking, say, an electrician who spends his time correcting the electrical engineers' schematics, and sending him to EE school (or sending a similarly excessively talented machinist to mechanical engineering classes). You've already selected that electrician for, aptitude, talent, and enthusiasm.
Now you have 18-year-olds taking IT classes because they never had a job, but they programmed in BASIC a few times. No on-the-job leaning about which part of the system you find really fascinating. No wonder we're losing.
No kidding: I knew an electrical engineer who was told by his boss to go get a EE degree. Your high school guidance counselor can't compete with that.
