I don't believe that's their real problem. That's the problem it's acceptable to say out loud. Scummy, but people expect scummy. "We don't like archive sites because it deprives us of money" is throwing out one bad answer to cover up an even worse one. The real reason is because archive sites let people prove when they're lying and changing articles after the fact to control information. The ability to have whatever is currently presented as the truth be the only source for anything is a power far more valuable than clicks and ad revenue.
Probably depends on how far up the chain you go which is the more pressing issue.
Also the lack of engagement means lack of appearances through things like algorithms, meaning depriving them of the money has the addon effect of "spreading that truth."
