the original laws were that whoever is the last parent to see the child often gets to keep the child. So foreigner race mixers who didn't know the Japanese laws will get punished when the Japanese parent runs off with the children. People in Japan were not complaining about this system it was mostly foreigners that complained about it and then the Australian and American government started intervening and the western media started complaining
