I'm not sure what your exact point is. It's rather hypocritical to send people to be tortured by 'Brutal Dictator', only to then turn around and try to use that torture against him... even if 16 whole years have passed. Or are we still pretending the whole "well, yeah, the CIA did bad things 30 years ago, but now they're squeaky clean"?
My point is 20 years ago people did fucked up shit.we all agree. If those same people who did said fucked up shit are in power today, and calling him a dictator, etc, then that's also a problem.
But the article is just "hey, some guy was tortured by the Cia and assad". That's it. Find something that's news relevant to today and people might care more.

The issue is that the odds that the people who have been doing 'fucked up shit', always 20 years ago, for as far as the eye can see, have had a Road to Damascus conversion is close to zero.
If those same people who did said fucked up shit are in power today
Well, yeah. The deep state.
Find something that's news relevant to today and people might care more.
Quite unlikely. People care when it's in their interests to care.
An article from a decade ago about something a decade before that.
Sure, but like... Anything more recent?
Assad was in power at the time.
