Its not. If anything it's an allegory to how the government fucks up everything when they rule the people. Crocodile is only given power as a Shinchibukai by the World Government and he uses it to rule Alabasta. Wapol is only given legitimacy as an absolute monarch by the World Government.

Which political party is aiming for a World Government? Not Trump MAGA Republicans. Trump is the individual, the Luffy, triumphing against a World Government through sheer will.
