We're now back to an unfalsifiable position: you should have removed the parent comment even though it wasn't reported, because you should have known it was there without a report, but you shouldn't have removed the child comment, even though it was reported.
The rule is identity group. If the standard was consistent, it'd apply to both. It's not. We all know why.
It does apply to both. I just missed it. I enforced it now, but it was never reported, that's probably why I missed it.
