The new DLC will be new cosmetics and types to work with. So you maxed out everything and the DLC lets you add new stuff to Max out. They're trying to hide it a bit, but it's there.
Proof of that, the next year roadmap has cosmetic dlc, and new game modes and features as part of free updates
I'm in a weird state for all of Warhammer if I'm honest. As a geek it hits all the fun stuff, especially if you like dark. As a historian and anthropologist, I can't believe any of this could last I to the thousands of years, when empires like this didn't last 10. Lots of Noble Stupidity, but actually impossible.
That said, as practice, I'm designing a theme park for WH40k. The Adeptus Mechanicus Aquatics park will be the last bit.
