Sure looks that way.

Some rumblings that the arrest was really because he was working with the Russian government, but he fought them long ago with telegram so it's hard to believe.

Plus they need Russia to be the bad guy so they'll pull a stunt like this to frame it that way to the masses. Russia bad. This guy was born Russian. So he bad. So whatever we do to him is good. Smokescreen for their bullshit.
