Locally "teens" means they're not naming names. "men" indicates they'll be using the birth names from court records, which is the only way some of these idiots know their actual name. Black is just implied of most of the time, most obviously by the locations from which the violence comes, which are all black.. Occasionally some lovers get into a quarrel, and white people shoot each other over that. They televise every one of those, and its still the exceptional say that has one, whereas black violence is the grind.
