pretty sure that only applies when executing your duties as a police officer, or in this case as a secret service agent. as far as I'm aware, the salon was not under investigation, there was no warrant, and breaking in was not a matter of security for their client.

They were on duty at the time. I'm not a lawyer so maybe they'll get charged and QI will be denied
