It's just the end result of mass emigration. Between the wars and the many generations of canpaigns, nearly every man with the will to liberty has abandoned them, and left only the dregs, the weak who willingly roll over for the boot of tyrants.

Those people who would have preserved a culture of free men instead of serfs either died in the wars or left, to the US or other colonial experiments.
