The issue isn't he is cutting programs. It's that he is selling out every part of their society to foreign investors. I'm skeptical that country will be any better. It's like nafta etc that just end up gutting a domestic market so hard it forces a ton of companies and properties to sell to foreign owners.
Sell everything out to foreign investors, then you flip the switch and just take everything back. What are you going to do? Go to war with Argentina, an extremely poor country that doesn't have any major natural resources except for agriculture?
You essentially need to do a complete reset, creating a new currency and starting over with minimal government to see where it will take you.

Venezuela's main export is oil, allthough Argentina's is mainly agriculture it is far more diverse than that of Venezuela.
We are also talking socialism vs capitalism as a basis for the turnaround.
