I don't use dating apps for obvious reasons, but my understanding is that you can't message people who haven't responded positively to you somehow, so they need to swipe right on you or like your profile before you can message at all. It probably varies by app as well. Anyone more familiar with how it works should jump in and correct me if I'm wrong.
