They have an "Agenda" that has no reference to the voters or the people, and if the voters dare to voice their views, then they have 'jeopardized' [Critical Drinker sound-effect] The Agenda
Modern democracy is mostly just a scam to gaslight the voters into blaming themselves for what their non-representative governments do to them. So of course they hate it when the proles manage to take back any smidgen of power.
If by modern you mean everything for the past 200 years as opposed to Athens, sure. Democracy is only useful in small areas where people know their neighbors and for specific purposes - maybe like voting a representative to town council that you see every Sunday at church - not for deciding on everything across an empire. At that point the shadowy figures behind the scenes who always ran things will keep running things, but use Democracy as a form of consensus manufacturing. It's not a mistake. It's by design.

Are there other ways to do it?
Doon't Knoo!
Unless he's changed views quite a lot, I don't think Antonio agrees with the echo effect interpretation of "elites" and "agenda."
