To reshape the culture and insert themselves into it as arbiters in the process.

If it's accepted, it gets banned. If it's not accepted, it gets pushed.

“Show me the man and I’ll show you the crime” is the objective. The ideal situation allows for selective enforcement/attacks against anyone for what was common a few years prior.
