The explanation seems easy. Maxine Waters types are supported by the establishment. Matt Gaetz types are opposed by the establishment. Indulging Waters has no cost for the Democratic Party, while indulging Gaetz would be very costly indeed to the GOP - in terms of the amount of establishment blowback they would get.

In other words, the party decides.
