The english people have been extinguished -they're already dead, the corpse of their nation is just shambling around like a geadless zombie. Centuries of their best and brightest, all of those with that inherent will to liberty, emigrating to foreign lands or dying in wars have left the actual british isles with nothing but the dregs, those unwilling to seek better and happy to live as serfs under the boot of their "lords".
