The central, federal government in DC, in theory at least, exists to settle disputes among competing states and acts as their representative to foreign nations and as their defense against the depredations of same. Maintaining slavery in the name of defending southern states' autonomy has forever tainted the concept of "states' rights" and Lincoln's obsession with "the union" made sure the Presidency would forever be used to work around separation of powers.
