Yes, it really depends on perspective and there's an argument for either side. National Socialists historically could probably be said to have been less socialist than modern day America despite the socialist policies they did implement. That's because at that point in time there wasn't all the social programs in modern Western societies as there is today. Today the average Western country is already more socialist than the National Socialists.

From the point of view of someone totally against all forms of socialism including modern social programs, the NatSocs would be socialist; however, the irony here is that many of these people that accuse the NatSocs of being socialist fail to recognize just how socialist the USA is today and how many modern Western countries are in fact socialist when using the same standards as one would measure the National Socialists historically.
