Its a myth to anyone with half a brain to ask "why is it like that" who doesn't shut the question down with "because they hate women."
The obvious things like "rape is hard to define because consent isn't black/white" or "its hard to prove because people lie or exaggerate" would easily explain why something that is supposed to be impartial like the Justice System can't just solve the problems tomorrow and most cases have to end up as "inconclusive, no action can be taken." And that's just taking it at face value that 2% is even remotely true too, which we know the stats needed to get it certainly aren't accurate.
