I would say the same for South America but given Argentina and El Salvador, it wouldn't surprise me if they got so focused Europe that they lost control of South America by taking it for granted.

It helps that they went so hard into the diversity paint, that they are recruiting natural born dummies as well. When you don't have talented spooks, threat of force becomes the only tool.
