There are two doctors in the show right now. One is played by David Tennant and technically retired. The other is Ncuti Gatwa. My guess is Tennant is there in case the Disney alliance fails or needs to be retconned.

Trying to take away parking so everything is walkable is another attempt to make urban cities nice. I've seen pushes for this in every city I have lived in. Heck, it's easier to just park and walk in Seattle because of how bad the traffic is.
