Why would you put EV chargers in a low income area? How would they afford new EVs to charge? This is some let them eat cake shit.

One can get a used petrol or diesel car that still works for as little as $500. EV's on the other hand start at $10K at least, and that's if you buy IKEAs EV which hasn't even been released.
