Inkjet printers have the issue of ink drying up and clogging the spray nozzles. Rule of thumb is to print at least once a week simply for maintenance and to keep everything lubricated. A laser printer doesn't have this problem, but it's bigger both in size and upfront investment.
If you only print occasionally, I can actually see the appeal of having a central "office center" printer, even without apartment space limitations.
