As of 22 April 2020:

“I told the governor of Georgia, Brian Kemp, that I disagree strongly with his decision to open certain facilities,” Trump said at a White House coronavirus task force press briefing, doling out praise for “strong, resolute” Georgia residents.

RINO Brian Kemp was stronger than Trump on this issue.

Yes, 1 month later he was saying that states should open up, but it's ridiculous to try to deny that Trump initially supported lockdowns. Which is fine, because people can make mistakes.
