Their openness was only part of the realization that they were seriously technologically disadvantaged in the modern world, considering a country that was barely 100 years old was significantly more advanced than them. All they had to do was look at China to see what would happen if you either opened too far, or didn't adapt quickly.
its not the "imperial flag" its the military/navy flag . Japan never changed their flags. Their "modern flag" is the same as their imperial flag (except a different shade of red). the rising sun flag was never their "Imperial flag" it was their military/navy flag
But more than that the rising sun flag is a cultural flag, that even fishermen use for celebrating a big catch. the people making a big deal out of it , are SJWs who expect Japan to give up a cultural symbol , thats been around for hundreds of years
