The entire frame of the article's headline comes from the third paragraph here -- which doesn't actually substantiate it.

The mere fact that he's sending a delegate doesn't mean much (or at least it's too soon to say).

I've sinced learned that apparently the first thing he did was abolish more than half the ministries of the Argentine govt, so I'm inclined to call this post outright bullshit.
