If a government were to make an example of these "youths", then they'd go crying to their international circles about how 'islamophobic' the government is, and then you'd have terrorist attacks and kidnappings to deal with on top of the UN and WEF crying about your 'intolerance'.

The proper response, of course - is to retaliate with even heavier bombardment and none of this nationbuilding nonsense.
