if things get bad enough, you do need at least a temporary police state to set things back on track. otherwise the thieves will keep thieving, the addicts will keep addicting, the muggers will keep mugging, and nothing will get fixed.

of course, as soon as it please state is implemented, good luck getting rid of it.
