Well, good for the town I guess if that's what they wanted. Personally, I'd probably have wanted a $2.3b plant built near my community because that would bring some resources into the community.
Nothing about China owned and battery plant will improve a town in anyway.
Money ain't magic. Just throwing it into a problem won't make it guaranteed better, especially not in a way that would offset the aforementioned issues, as well as the others not.
Considering the faces of their government and being a township of sub 3k people, this is almost certainly a town people move to to live incredibly quiet and rural lives. They are probably happy with it being poor and undeveloped if they are left in peace.
