The Act that established Social Security doesn't make it mandatory. There is no reason you have to get an SSN. The problem is that it is effectively impossible to get even middle-class employment without an SSN or some other form of state registration. There is no crime or fine related to it.
However, your wages will still be garnished for Social Security. And if you don't get an SSN, you can't ever receive SS benefits, even if you have other forms of government ID. The later you get your SSN, the later your benefits become, which means the less you will pay out.
It's a shitty ponzi scheme which means you have no other choice but to participate in it if you ever want to see funds from it; but there's no crimes associated with not getting one.
