Yep. You can bribe officers there for a price to 3000 bucks (apparently 8000 bucks now) to give you a certificate which enables you to exit the country safely. ZOGlensky got pissed of because of that, and there has been raids going on to stop that.

Also, they are currently only targeting the eastern (read: native russian) regions. The western regions like Kiev are in large part unaffected.
