Well of course he walked it back, because allowing foreigners to buy land is a rule as part of being in the World Trade Organization. It functions at the level of US Federal law currently. Japan found this out a few years ago when they discovered Chinese outposts on land right near all of their military bases.

Leave the WTO, or change federal laws and make the subversives at the WTO pound sand.
