It’s a huge amount of work, on your own time. Like, it would take at least an entire day, just to get it into a format that they will accept (it has to be “accessible” to all disabilities, for one thing), read all the documents, etc.
Which is how they get away with stuff.
Most people do not care enough to do that on their own time…

So yeah, that’s how they give this a vague cover of manufactured consent, in that you can make a submission against it, but the process is so involved that almost no one will (unless they are paid to do so). Unfortunately…
