Perhaps the sidebar should be updated. Neither Rule 16 there or in the "Welcome Ashore!" post say that implying something is against the rules. It says "Do not attack."
I consider that to be an attack. Obviously, don't physically attack, but this is a rhetorical and verbal attack.
If I say, "Assassin47 is not to be trusted", it doesn't "imply" that you are untrustworthy, it is explicitly stating that you are untrustworthy. It is stating that you are morally disintegrous. I would consider that a verbal attack on your character. Hence, it is an attack.
