Ideology and Identity are different because one is a rationalized adherence to an abstract ruleset, and the other is actually based on socio-cultural communal bonds of obligation that exist in real life and take the form of actual communities and cultures.
Ideologies, and their adherence, can always be criticized, condemned, and mocked because they are rationalizations. They are abstract notions you can take hold of or abandon as the need requires. There is no cost towards conversion or de-conversion to (what is effectively) changing your mind.
Identity groups are the real life socio-cultural communal/familial constructs that form the basis of a society and culture. The distinction should be obvious in real life as these bonds of obligation actually create cultural distinctiveness including entirely separate languages if left alone for long enough. The conversion or de-conversion process of going from one of these to another is the eradication of those social bonds, and is effectively a form of extreme punishment on most human minds.
Atheists are much closer to ideology than identity, because it is simply the disbelief of a god. This is effectively a mental rationalization. As atheists have said before, even theists are atheists to all other Gods.
But a true religion is actually much closer to an identity group, as the ideological framework of the religion only forms the rationalization of the traditions that may form the foundations of those. Many religions are non-rational, and as such require abstract rationalizations to hold the inconsistencies of their traditions together. The socio-cultural bonding of the society formed within a religion is not an abstract creation, but actually does form the culture.
Criticism of the religion (by targeting it's post-hoc rationalized intellectual framework) is not an attack on the identity group, but the individual followers is an attack on those people.
Criticism of the atheist is not an attack on those bonds of obligation that form a socio-cultural framework. Atheists do not have such a framework, and are just the rationalized rejection of a deity. There is no "atheist community" that resembles a true social community of social bonds of obligation, nor holidays, nor cultural artifacts. In fact, atheism is cross-cultural, and as such can't be an identity group.
Hence, criticism of atheists is akin to criticism of ideological followers: like feminists, wokists, libertarians, republicans, monarchists, etc.
