That reflects poorly on Elon if true. Increased freedom of speech should result in more anti-semitism and other "problematic" speech. It's almost as if Elon didn't do things that much differently.
Not necessarily, sometimes a lack of communication can cause people to lash out with overt hostile statements, since actual conversation can't be had.
