I could see it going either way. Say the scorecard mostly functions as a watchdog to bark at cases of alleged trans rights being denied. Regressives have the legal apparatus and funds at their disposal to chase after those cases and sue. Once a hospital is successfully sued, I think then other health systems might have to take notice of the scorecard, even if they aren't compromised by degenerates yet.
