Trumps a boomer. I believe he truly had a good heart and intention about it but gave up when he realized it would be difficult and he'd be ostracized if he tried. When it was easy and he was surrounded by supporters, I believe he meant ever word but when he crossed over into DC, it wasn't a popular idea.
