Like the 'Islands' in Dubia, would've been WAY starter to carve that inland than pump up sand from the seafloor for that. Then you got more water less desert and easier to build on.

It didn't work, a lot of the land they created is STILL unsold, it's changed the currents and is slowly being eroded. The transportation design for the palm is a clusterfuck and they ended up cancelling a third one planned because of the outcome of the previous 2.
I swear though they made one where they cut into the land instead and THAT one actually worked out better, less costly and more population. Plus by forcing more water inland, you can better stave off desert encroachment.
Because of the natural environment of most of the middle east, better to have more water inland than more land.
